Almost certainly yes. Under UK GDPR a public authority must appoint a DPO, and maintained schools, academies and colleges fall within that. The role has to be someone with expert knowledge who can act independently, which is why most schools appoint externally rather than adding it to an existing job.
It depends on the size of the setting and how much is already in place. A single primary school sits at the lower end; a multi-academy trust with a dozen schools is a different piece of work. We will give you a fixed annual figure after a short call — no hourly billing and no surprises.
